Legacy Renewal: New Document Review and Migration Process

Legacy card renewals now require agents to migrate qualifications and HS&E data. A new “Legacy Card” tag and guidance are shown on relevant applications. Placeholder certificates and improved validation are now supported.
In Document Review, legacy renewals are clearly flagged with a “Legacy Card” tag, show the text printed on the back of the existing legacy card, and allow agents to delete legacy/placeholder qualifications and add correct new ones (including using a placeholder certificate where the original can’t be sourced).
HS&E details are now cached so when agents replace legacy qualifications, the HS&E data is reused instead of re-entered.
Once a legacy renewal is fully cleaned up and approved, the card is permanently converted to a standard (non‑legacy) card, and future renewals will follow the normal workflow.
